Yes. To make an offer:
- Tap "Make an offer" on the listing.
- Enter your own amount, or pick a suggested discount.
- The seller can accept, decline, or counter.
An offer isn't a purchase — if the seller accepts, you have 24 hours to buy the item at your offer price.
